RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 26-25 44th Street West and Broadwater Avenue Storm Trunk Main to COP Construction, LLC. in the amount of $3,416,173.
EXECUTIVE SUMMARY
This item awards W.O. 26-25, 44th Street West and Broadwater Avenue Storm Trunk Main, to COP Construction in the amount of $3,416,173. The project will install approximately 5,400 feet of stormwater trunk main to support future growth and improve drainage in West Billings. Construction is anticipated to occur between December 2026 and May 2027. The contract will be funded with $3,371,113 from the Stormwater Fund and $45,060 from the Water Fund. Adequate funds are available for the project.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Work Order 26-25, 44th Street West and Broadwater Avenue Storm Trunk Main, will construct approximately 5,400 linear feet of stormwater trunk main. The project is located within the undeveloped 44th Street West right-of-way between Grand Avenue and Broadwater Avenue and within Broadwater Avenue between 44th Street West and Shiloh Road.
The West Billings Stormwater Development Plan identified this trunk main as the preferred alternative for supporting future growth and improving drainage in West Billings. It will serve as the primary stormwater outfall for the future extension of Grand Avenue west of 44th Street West, future widening improvements along 54th Street West, and development occurring along those corridors. The trunk main will discharge into the Shiloh Drain, which ultimately flows to the Shiloh Conservation Area. Major components of the project include approximately one mile of 60-inch-diameter reinforced concrete pipe, storm drain manholes, and improvements to the outfall at the Shiloh Drain. Construction is anticipated to occur between December 2026 and May 2027.
The project was advertised on August 14th, August 21st, August 28th, September 4th, and September 11th, 2026 in the Yellowstone County News and on the City's website. Bids were opened on September 15th, 2026 and three bids were received. COP Construction submitted the lowest, responsible bid.

The Countil may:
- Approve awarding W.O. 26-25 44th Street West and Broadwater Avenue Storm Trunk Main to COP Construction, LLC. in the amount of $3,416,173; or
- Not award a contract and reject all bids. If the project is not awarded, the storm trunk main will be delayed, which may delay subsequent roadway and development projects.
