RECOMMENDATION
Approve the FY2027 Tyler Technologies New World Public Safety software maintenance and support renewal at an amount of $292,840.68 for the period of November 1, 2026, through October 31, 2027, and authorize the Mayor to execute the necessary renewal documents.
EXECUTIVE SUMMARY
The City of Billings and Yellowstone County rely on New World Public Safety for emergency dispatch, law enforcement and fire response, mobile communications, incident and criminal-justice records, jail operations, and required reporting.
Renewing software maintenance keeps the existing production systems eligible for vendor technical support, updates, and related services. This renewal preserves current operations; it does not authorize a replacement system or the proposed Tyler Enterprise Platform Evolution (EPE) initiative.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City and County have jointly used New World for more than a decade, including the SQL-based system implemented in 2013. The renewal covers a shared, multi-agency environment with agency-specific software and interfaces.
Tyler supplied five pro forma renewals for the same 12-month term:
The City and County allocate shared CAD costs among Police, Fire, 911/Communications, and Sheriff. Agency-specific items are charged to the benefiting agency.

STAKEHOLDERS
ALTERNATIVES
Council may decline or defer the renewal. Failure to renew would place ongoing vendor maintenance, software updates, technical support, and assistance with critical public-safety systems at risk. Because Tyler Technologies owns and supports the existing New World Public Safety software, obtaining equivalent maintenance services from another provider is not a practical alternative.
