PROBLEM/ISSUE STATEMENT
The City of Billings must balance social, environmental and economic responsibilities in managing its water. The Integrated Water Plan will outline how we seek to meet those responsibilities. The resulting plan will be a comprehensive, balanced, and science-based review of water use strategies for the City of Billings.
The City Council previously adopted our Water Master Plan, our Wastewater Master Plan, and our Stormwater Master Plan. Existing and proposed Environmental Protection Agency (EPA) and Montana Department of Environmental Quality (MDEQ) regulations pertaining to wastewater discharge regulations have focused our efforts into the development of a more holistic water plan. The Integrated Water Plan will explore water conservation issues, water reuse opportunities, identify resource efficiencies, incorporate environmental protection elements, and provide continual learning opportunities and best practices models.
HDR Engineering, Inc. developed the City of Billings’ Water Master Plan, Wastewater Master Plan, and Stormwater Master Plan. HDR was selected using the RFQ process.

ALTERNATIVES ANALYZED
The Council may:
- Approve the Integrated Water Use Plan Contract for Professional Engineering Services; or
- Not approve the Integrated Water Use Plan Contract for Professional Engineering Services
FINANCIAL IMPACT
Total contract price is estimated to be $212,000. The Public Works Department has the funds available within the FY2010 budget.
RECOMMENDATION
Staff recommends that the City Council approve the Integrated Water Plan Contract for Professional Engineering Services with HDR Engineering, Inc. for $212,000.
