RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 27-10 44th Street West Transmission Main - Grand Avenue Connection, Schedule 1000 and Bid Alternate Number 1 to Askin Construction in the amount of $186,955.
EXECUTIVE SUMMARY
Staff recommends awarding a construction contract to Askin Construction for $186,955.00 for the Grand Avenue connection phase of the 44th Street West Transmission Main project. The work will connect a new 24-inch transmission main to the existing 20-inch main in Grand Avenue and is anticipated to be completed before December 1, 2026, ahead of Rimrock Road construction that will use Grand Avenue as a detour route. Sufficient funding is available within the project’s $5,500,000 FY27 Water Fund construction budget.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Work Order 27-10, 44th Street West Transmission Main – Grand Avenue Connection, will connect a new 24-inch water transmission main to the existing 20-inch water main in Grand Avenue. This contract is limited to the Grand Avenue connection. A second phase will extend the 24-inch transmission main south to Central Avenue and is planned for bidding and construction in spring or summer 2027. The Grand Avenue connection must be completed before construction begins on Rimrock Road, when Grand Avenue will serve as a traffic detour route. The connection will require closing Grand Avenue for approximately one weekend, from Friday evening through Monday morning. Work is anticipated to be completed before December 1, 2026.
The project was advertised on September 18th, September 25th, and October 2nd, 2026 in the Yellowstone County News and on the City's website. Bids were opened on October 6th, 2026 and five bids were received. One bid was rejected based on qualifications. Staff recommends awarding the project to Askin Construction, who submitted the lowest, responsible bid.

The FY27 Water Fund budget includes $5,500,000 for construction of the 44th Street West Transmission Main. Sufficient funding is available to award the Grand Avenue connection contract to Askin Construction for $186,955.00. The remaining budget will be applied toward construction of the project’s second phase.
