RECOMMENDATION

Staff recommends that the City Council approve the 2026 Justice Assistance Grant (JAG) application submission in the amount of $164,444; accept the grant award; approve the Memorandum of Understanding (MOU) with the Yellowstone County Sheriff's Office (YCSO); and authorize the Mayor to sign the award documents when they are received.

EXECUTIVE SUMMARY

The Billings Police Department (BPD) has been notified that funding is available through the 2026 Justice Assistance Grant (JAG) program. The $164,444 award is a joint application between the BPD and the Yellowstone County Sheriff's Office (YCSO), with the BPD serving as the grant administrator.

The YCSO's allocated portion of the grant is $22,538, which will be used for the following equipment purchases:
  • $16,057 for a radar/speed trailer with data management capabilities;
  • $4,049 for seven mobile in-car printers; and
  • $2,432 for YCSO challenge coins.
The BPD's allocated portion of the JAG funds will be used to address equipment and officer safety needs. Planned purchases include:
  • $12,000 for interior patrol SUV equipment;
  • $50,000 for less-lethal equipment and munitions;
  • $40,000 for ballistic protective equipment;
  • $19,565 for inventory and equipment management software; and
  • $20,341 for uniforms for bike patrol, honor guard, and ceremonial assignments.
The attached MOU between the City of Billings and Yellowstone County is required as part of the joint grant application and establishes the responsibilities of the participating agencies.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The 2026 JAG funding provides an opportunity for the BPD and YCSO to address identified equipment, technology, and officer safety needs without requiring a local match. The joint application designates the BPD as the grant administrator and allocates funding between the two participating agencies as described above.

FISCAL EFFECTS

There will be no direct cost to the City as no local match is required.
