RECOMMENDATION

Following the vote by City Council on Monday, October 12, 2026, the attached ordinance is submitted for second and final reading amending Billings, Montana City Code (BMCC), Section 2-552, Human Relations Commission.

EXECUTIVE SUMMARY

On Monday, October 12, 2026, the City Council voted to amend the Human Relations Commission ordinance, Section 552 to remove the fixed monthly meeting date and time.  The Human Relations Commission will continue to meet monthly, but the commission will now set its schedule as needed to support member availability.  The meeting date and time will be posted on the Human Relations Commission's webpage.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Human Relations Commission was required by ordinance to meet monthly on a specified date and time.  Over time, this fixed schedule has limited the commission's ability to adjust meeting times to support member availability and ensure full participation.   Amending the ordinance to remove the specific date and time allows the commission to set its monthly meeting schedule more effectively and respond to changing needs.

Public notices of the reading of this ordinance were published in the Yellowstone County News on September 18 and September 25, 2026.  The first reading was completed on Monday, October 12, 2026, at the City Council Regular Meeting.

FISCAL EFFECTS

There are no fiscal effects of approving this ordinance.

STAKEHOLDERS

The stakeholders are members of the Human Relations Commission and the citizens of the City of Billings.

ALTERNATIVES

The City Council may choose to approve this amendment to remove the set meeting date and time and to post meeting information on the Human Relations Commission's website as presented to City Council on October 12, 2026.

The City Council may choose to reject this ordinance and the set meeting date and time would remain in the ordinance.
