RECOMMENDATION
Staff recommends that the City Council approve the FY2027 Interlocal Agreement with Yellowstone County for Information Technology Services in the amount of $150,580 and authorize the Mayor to execute the agreement.
EXECUTIVE SUMMARY
The City of Billings and Yellowstone County have maintained a longstanding partnership for the delivery of information technology services supporting County law enforcement and detention operations. The proposed FY2027 Interlocal Agreement continues this partnership, providing for the City's ongoing technology infrastructure, security, and support services.
The City and its public safety partners are also evaluating a potential transition to Tyler Technologies' Enterprise Public Safety (EPE) solution. If approved in the future, this modernization effort could change the scope and cost of services provided under the interlocal agreement. Approval of the FY2027 agreement maintains current operations and does not commit the City to the proposed EPE solution. Any necessary changes to the interlocal agreement would be addressed separately.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
For more than a decade, the City of Billings has provided information technology services to Yellowstone County in support of the Sheriff's Office and its public safety operations. These services include application hosting, server infrastructure, data storage, system backups, cybersecurity, disaster recovery, and ongoing technical support for systems utilized by County law enforcement and detention personnel.
The proposed agreement covers July 1, 2026, through June 30, 2027, and continues the existing arrangement under which Yellowstone County reimburses the City for information technology services. The Yellowstone County Board of County Commissioners approved the agreement on October 6, 2026.
The City, working with the Billings Police Department, Yellowstone County, and other public safety stakeholders, is currently evaluating the potential modernization of its Tyler New World public safety software through Tyler Technologies' Enterprise Public Safety (EPE) solution.
If the City elects to proceed with EPE, changes to the existing hosting, infrastructure, support responsibilities, and associated costs may require amendments to the interlocal agreement. Any such modifications would be considered separately and would require approval by the respective governing bodies.
Approval of the proposed FY2027 agreement ensures continuity of existing services and establishes the County's financial obligations while the broader public safety modernization evaluation continues.
