RECOMMENDATION
Staff recommends Council accept the FY25 Montana Disaster and Emergency Services Grant funds in the amount of $80,000 on behalf of the Billings Fire Department’s Regional Hazmat Team.
EXECUTIVE SUMMARY
The Billings Fire Department has received an award from Montana Disaster and Emergency Services (MT DES) for grant funding for Hazardous Materials planning, organization, equipment purchases, training, exercises, and management and administration across all core capabilities and mission areas.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The purpose of the 2025 Montana Disaster and Emergency Services Grant funds is to support state and local efforts to prevent terrorism and to prepare Montana for the threats and hazards that pose the greatest risk to its security. The Montana Disaster and Emergency Services (MT DES) grant provides funding to implement investments that build, sustain, and deliver FEMA’s 32 core capabilities essential to achieving the National Preparedness Goal of a secure and resilient Nation. Building, sustaining, and delivering core capabilities are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community, inclusive of children, individuals with disabilities, individuals with access and functional needs, diverse communities, and people with limited English proficiency. The Montana Disaster and Emergency Services Grant supports the core capabilities across the five mission areas of Prevention, Protection, Mitigation, Response, and Recovery based on allowable costs.
FISCAL EFFECTS
These funds will be used to build and sustain specialized Hazmat equipment and supplies to continue response to incidents involving hazardous materials with the capabilities necessary to save lives, stabilize the incident and conserve property.
