RECOMMENDATION

Staff recommends that City Council adopt the FY2028 Technology Replacement Plan (TRP).

EXECUTIVE SUMMARY

The Technology Replacement Plan establishes a systematic, multi-year approach for identifying and budgeting for the replacement of aging technology used throughout City departments. The plan supports reliable City services, cybersecurity, operational continuity, and responsible stewardship of public funds while avoiding unnecessary or premature replacements.

The proposed FY2028 TRP totals $1,104,480, consisting of $474,000 in capital expenditures and $630,480 in operations and maintenance (O&M) expenditures. The plan includes desktop computers, laptops, tablets, servers, network equipment, and specialized departmental technology.

The TRP is a planning and budgeting tool. Adoption identifies replacement priorities for consideration in the FY2028 budget process; individual departmental funding remains subject to the City’s regular budget review and approval.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

City staff presented the proposed FY2028 TRP at the October 19, 2026 City Council work session. Council members asked questions regarding equipment replacement lifecycles, O&M and capital classifications, the Airport’s anticipated transition to an airport authority, secure equipment disposal, cloud-hosting alternatives, and public safety mobile technology.

The plan is developed through coordination between Information Technology and participating departments, with annual review of replacement needs. Equipment age and expected useful life inform the schedule, but replacement decisions also consider vendor support, security requirements, equipment condition, operational needs, and cost-benefit considerations. Equipment may be retained longer where doing so is supportable and consistent with City policy.

The plan includes significant replacement needs involving Airport communications and security equipment, Public Works water and wastewater systems and laboratory equipment, and Library technology.

FISCAL EFFECTS

The total planned FY2028 technology investment is $1,104,480: $474,000 in capital expenditures and $630,480 in O&M expenditures. Replacement costs are generally funded within the budgets of the departments using the equipment and will be considered through the FY2028 annual budget process.

Actual purchase costs and timing remain subject to future budget approval, procurement, market pricing, and operational priorities.
