PROBLEM/ISSUE STATEMENT
The Big Sky Polka Club of Billings is requesting City Council approval of a resolution allowing recreational vehicle (RV) parking at the Shrine Auditorium parking lot, 1125 Broadwater Ave., for its annual polka festival event to be held Sept. 2-4. About 14-18 RV owners are expected at the event.
MCA 24.411 Parking for Camping Purposes, limits parking in non-campground areas for more than 10 hours, unless the City Council approves a resolution allowing the use. RVs then may arrive up to 48 hours before an event begins and depart up to 48 hours after the event ends.
This resolution has been adopted for the club in past years and the Shrine lot has been used by the club without incident.
A simple majority of Council votes is needed for approval.

ALTERNATIVES ANALYZED
The Council may:
- Adopt the resolution to allow the parking; or
- Modify the resolution; or
- Deny the resolution, requiring the RV owners to park in nearby campgrounds.
FINANCIAL IMPACT
There is no known financial impact on the City from approving the resolution.
RECOMMENDATION
Approve the resolution as presented.
