Skyview High School 5K Fun Run/Walk

PROBLEM/ISSUE STATEMENT

A run/walk race route has been requested for the following event.

Who: Skyview High School BPA
Event: 5K Run/Walk
Date and Time: Sunday, October 2, 2011, Noon to 2:00 pm 
Where: Start on High Sierra Blvd, to W. Wicks Lane, west on Wicks, east on Matador, south on Fantan and finish at the Skyview Track

Recommended conditions of approval include Skyview High School BPA:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
2. All course guards (flaggers) shall wear proper safety apparel, use approved STOP/SLOW paddles and one representative shall be a CERTIFIED TRAFFIC CONTROLLER for the event
3. Provide and install adequate signage to notify motorists of the event
4. Clean the area to be used

ALTERNATIVES ANALYZED

The Council may:
• Approve the request to use the above race route for the run/walk event; or
• Deny the request

FINANCIAL IMPACT

Administrative time to process the permit is offset by the application fee.  Any police assistance, traffic control, and litter removal are to be paid for by Skyview High School BPA. 

RECOMMENDATION

Staff recommends that Council approve the race route listed above for the annual Skyview High School BPA 5K Run/Walk event.
