PROBLEM/ISSUE STATEMENT
The City Council is asked to consider awarding a professional engineering services contract to DOWL HKM in the amount of $608,000 for design and construction administration services on Schedule 2 of the 2012 Water and Sanitary Sewer Replacement Projects. The projects include approximately 1,025 feet of water main replacement on Grand Avenue between 30th Street West and Patricia Lane; approximately 1,145 feet of sewer main replacement on Grand Avenue and in the alley south of Grand Avenue from 30th Street West to Patricia Lane; elimination of the Lloyd Mangrum Sewer Lift Station, including approximately 1,400 feet of new sewer main on or near Lloyd Mangrum Lane from the lift station site to 54th Street West; replacement of the Sam Snead Lift Station and its relocation, including approximately 300 feet of new sewer main and 150 feet of new force main; and up to 7,000 feet of sewer main replacement to be located in the area bounded by 15th Street West, 9th Street West, Poly Drive, and Avenue B.
DOWL HKM was selected based on City staff review of project proposals submitted by prequalified firms. Other firms considered for the work were Sanderson Stewart and Morrison-Maierle, Inc.
The City replaces and upgrades its water and sanitary sewer utilities as part of an annual maintenance program. As underground pipe approaches the end of its useful life, the City’s maintenance costs and liability risks increase. Corroding pipe and leaking joints lead to water loss and reduced capacity. Water main breaks can cause property damage. Old sanitary sewer mains deteriorate and can become intruded by tree roots. Problems such as misalignment, leakage, loss in carrying capacity and sewer backups result.

ALTERNATIVES ANALYZED
The City Council may:
• Award the engineering contract to DOWL HKM; or
• Do not award the engineering contract to DOWL HKM.
If the projects are not constructed, the City's water distribution and sanitary sewer collection systems in these areas will continue to experience ongoing maintenance problems.

FINANCIAL IMPACT
Funding for these projects is from water and wastewater revenues and are included in the 2012 CIP. Funding is sufficient for the engineering design and construction administration portion of the project which is now under consideration, as well as for the project construction planned for bidding by contractors in April of 2012.
RECOMMENDATION
Staff recommends that Council award a professional engineering services contract for the design and construction administration portion of Schedule 2 of the 2012 Water and Sanitary Sewer Replacement Projects to DOWL HKM in the amount not to exceed $608,000.
