As part of the improvements associated with the development of Yellowstone Family Park, a Request For Proposals (RFP) was sent out September 22, 2011 by the City of Billings Parks, Recreation and Public Lands (PRPL) Department to procure and install playground equipment and fall protection material for the park.  Six companies responded to the RFP with their proposals.   A selection committee comprised of Staff, Project Consultant and two property owners from Yellowstone Club Estates and Yellowstone Ridge Subdivision was formed to evaluate the proposals and select a company that in their opinion best met the qualifications of the RFP.  Each member of the committee independently reviewed each proposal prior to meeting. On October 21, 2011 the selection committee convened to discuss the proposals, the  relative merits of each, and to recommend to Council a company to enter into a contract to provide and install the playground equipment and fall protection material.  After thorough discussion the committee selected Kompan, Inc.  The budgetary cost for this RFP was set at $100,000 +/- 5%.  The cost provided by the selected company was $99,862.90.  Attachment A is a contract with Kompan, Inc. for Council consideration and approval.  

The following alternatives were analyzed:

• Award a contract to Kompan,  Inc. to design, procure and install playground equipment and fall protection material at the Yellowstone Family Park; or
• Reject all proposals and seek additional proposals.

Funding for the playground equipment and fall protection material will be provided through the existing SID # 1392 as part of the overall development of Yellowstone Family Park.  There will be no financial impact to the City.

Staff recommends that City Council approve the contract with Kompan, Inc. for $99,862.90 to design and install playground equipment and fall protection material for the Yellowstone Family Park.
