PROBLEM/ISSUE STATEMENT
The Solid Waste Division and Street/Traffic Division FY12 Budgets include funds to replace five older garbage trucks, one roll off truck for the landfill and to purchase one roll off truck for the Street/Traffic Division. All are included in the approved Equipment Replacement Plan and they are scheduled for purchase this fiscal year. The Street/Traffic division roll off will be purchased with Street/Traffic funds.
Public Works is ordering three different styles of trucks. The automated “side load” trucks are used to pick up 90 and 300-gallon residential containers. The automated “front load” trucks dump metal commercial dumpsters. The landfill truck is being used to haul roll off boxes from the transfer site to the active fill area at the landfill. The Street/Traffic truck is used for snow removal and street sweeping operations. Five trucks will be traded in with the new truck purchases. Public Works plans to keep one of the compactor body trucks as a spare unit that can operate when front line trucks are being repaired.

ALTERNATIVES ANALYZED
The Council may:
Staff does not recommend purchasing the three side loading units (Schedule 1) from the apparent low bidder, Tri-State. The offered Mack truck does not have corner or other rear windows, which is a safety issue for drivers as they pick up barrels, maneuver in alleys and re-enter street traffic while operating from the right side of the vehicle. The specifications require an engine mounted and dash vented air conditioner and the Mack trucks have roof mount units. The Mack has a long turning radius, which requires more backing and turning than the recommended units, causing both safety issues for drivers and higher maintenance costs.
- Award the bid as recommended; or
- Not award the bid and the existing trucks for the Solid Waste division would be kept in service longer than recommended in the Equipment Replacement Plan. The truck for the Street/Traffic Division is an addition to the fleet. Not awarding the bid would result in a reduction of capacity for hauling snow and sweeping debris.

FINANCIAL IMPACT
The Solid Waste Division budgeted funds to purchase the six trucks and the Street/Traffic Division budgeted to purchase one truck. An invitation for bids was advertised October 20th and 27th, and 7 bid packets were distributed to various truck and refuse compactor vendors. Bids were received and opened on November 1, 2011. The bids for Schedules I, II, and III are summarized in Attachment A.
RECOMMENDATION
Staff recommends that Council approve purchasing five new 2012 truck cabs and chassis with refuse compactor bodies and two roll off trucks as follows:
Schedule I–Three Units – Jack's with an Autocar truck and a Wayne Curbtender body, $718,944 net price
Schedule II-Two Units - Montana Peterbuilt with a Pete truck and the New Way Packer Body, $320,963 net price
Schedule III-Two Units - I-State with a Freightliner truck and the Advantage roll-off hoist, $305,652 net price
