PROBLEM/ISSUE STATEMENT

Lots 3 and 4 of Block 40 of Harvest Subdivision 4th Filing currently have commercial buildings constructed on them with a no access strip along King Avenue West.  Access to both of these lots is from Henesta Drive (just north of King Avenue).  A safety analysis determined that an accident cluster was caused by the significant number of left turns at the intersection of 32nd Street West and Henesta Drive. To alleviate the accident cluster, it was determined that a right-in right-out access on King Avenue West can be constructed between the two lots.  To accomplish this, the owner submitted a new plat providing a break in the no access strip along King Avenue West.  This has been evaluated by Engineering to be sufficient.  A no access strip is an easement and may be altered by City Council.   

ALTERNATIVES ANALYZED

Council may:
  • Approve the amended plat of Harvest Subdivision 4th Filing, Block 40, Amended Lots 3 and 4; or
  • Do not approve the amended plat of Harvest Subdivision 4th Filing, Block 40, Amended Lots 3 and 4.  If the amended plat is not allowed, the King Avenue West access to the business area will not be able to be constructed which will not reduce the number of vehicles exiting onto 32nd Street West. 

FINANCIAL IMPACT

There is no financial impact associated with approval of this plat amendment.

RECOMMENDATION

Staff recommends that the City Council approve the Amended Plat of Harvest Subdivision 4th Filing, Block 40, Amended Lots 3 and 4.
