PROBLEM/ISSUE STATEMENT
The Billings Police Department has been replacing the 20 year old Streethawk lightbars with new LED lightbars, and there are approximately 25 old lightbars currently in storage at Motor Pool. The City has been approached by Lewis-Clark State College Security Department in Lewistown, Idaho, for two of those lightbars. The lightbars will be installed on security vehicles at the college. We are requesting City Council declare two Streethawk lightbars and controllers as surplus property and authorize the Billings Police Department to release two (2) Streethawk lightbars with control boxes and red lenses to the Lewis-Clark State College Security Department.
ALTERNATIVES ANALYZED
The City Council may:
- Approve declaring 2 Streethawk lightbars and controllers as surplus transferring ownership to Lewis-Clark State College; or
- Not approve declaring the 2 Streethawk lightbars and controllers as surplus and keep them in storage at Motor Pool.
FINANCIAL IMPACT
There is no financial impact. The Lewis-Clark State College Security has signed the Release of All Claims form, which is on file in the City Clerk's office.
RECOMMENDATION
Staff recommends that Council declare two (2) Streethawk lightbars with controllers and red lenses as surplus property and authorize the Billings Police Department to release the lightbars to the Lewis-Clark State College in Lewistown, Idaho.
