PROBLEM/ISSUE STATEMENT

A race route has been requested for the following event:

Who: Yellowstone Rim Runners
Event: 5K Shamrock Run and 1-Mile Kids' Race
Date and Time: Sunday, March 18th from 11:30 am - 2:00 pm
Where: 5K starting at 3rd Street West and Ave B, north to Parkhill, west on Parkhill, turning around at Parkhill and Nordbye, and running back the same route returning to Pioneer Park. One-mile kids' race to follow 5K on sidewalks around Pioneer Park.

Recommended conditions of approval include Yellowstone Rim Runners:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
2. All course guards (flaggers) shall wear proper safety apparel, use approved STOP/SLOW paddles and one representative shall be a CERTIFIED TRAFFIC CONTROLLER for the event
3. Provide and install adequate signage to notify motorists of the event
4. Clean the area to be used
5. Notify area residents and media two weeks in advance of the event

ALTERNATIVES ANALYZED

The Council may:
• Approve the request to use the above race route for the run/walk event; or
• Deny the request

FINANCIAL IMPACT

Administrative time to process the permit is offset by the application fee.  Any police assistance, traffic control, and litter removal are to be paid for by Yellowstone Rim Runners.

RECOMMENDATION

Staff recommends that Council approve the use of the residential streets and sidewalks listed above for the annual Yellowstone Rim Runners Shamrock Run Event.
