PROBLEM/ISSUE STATEMENT
A race route and street closure has been requested for the following event:
Who: Downtown Billings Association
Event: Purple 5K Race and After Race Event to raise money and awareness for Spare Change for Real Change
Date and Time: Sunday, March 25, from 10:00 am until 2:00 pm
Where: Race Route: Starts at Grandview Park, tours the hospital district and ends downtown under Skypoint. The after race event will be a street closure under Skypoint at 2nd Ave N between N. Broadway and N. 27th. They are requesting that the 100 block and 200 block of N. 29th and N. Broadway be closed from traffic for the entire event due to safety concerns for the participants.
Recommended conditions of approval include Downtown Billings Association:
1. Provide a certificate of insurance with required liability amounts naming the City of Billings as additional insured
2. All course guards (flaggers) shall wear proper safety apparel, use approved STOP/SLOW paddles and one representative shall be a CERTIFIED TRAFFIC CONTROLLER for the event
3. Provide and install adequate signage to notify motorists of the event
4. Clean the area to be used
5. Notify affected businesses of the event
6. Downtown Billings to coordinate meeting with our traffic engineer prior to race day.

ALTERNATIVES ANALYZED
The Council may:
• Approve the request to use the above race route for the run/walk event and street closure; or
• Deny the request

FINANCIAL IMPACT
Administrative time to process the permit is offset by the application fee. Any police assistance, traffic control, and litter removal are to be paid for by Spare Change for Real Change.
RECOMMENDATION
Staff recommends that Council approve the use of the streets listed above for the annual Purple 5K Race and the street closure for the after race event.
