PROBLEM/ISSUE STATEMENT

The Boyer Company is proposing to build a warehouse for the General Services Administration (GSA) on Lot 13 of Clark Subdivision located on Nall Avenue.  They are proposing to annex this property into the city.  With any annexation, the developer is required to enter into a development agreement with the City.  The development agreement outlines the requirements and timing of all off-site improvements.

ALTERNATIVES ANALYZED

The Council may:
  • Approve the Development Agreement; or
  • Do not approve the Development Agreement.  The Development Agreement is typically a condition of annexation.  If this Development Agreement is not approved, either a new Development Agreement would need to be created or the property could be annexed without the condition.  The requirements of this Agreement are in keeping with standard requirements for all sites developing in the City.

FINANCIAL IMPACT

There are only minor administrative costs associated with the approval of the Development Agreement.

RECOMMENDATION

Staff recommends that Council approve the Development Agreement with the Boyer Company.
