PROBLEM/ISSUE STATEMENT
The City has a need for additional water storage in the Zone 3 East pressure zone in the Heights. The existing Fox Reservoir serving Zone 3 East is due for some substantial maintenance in 2013, so it must be taken temporarily out of service. To meet both of these requirements, a new tank must be built on land already owned by the City adjacent to the existing tank. A preliminary study will be done to determine the most cost-effective type of tank and piping configuration, followed by design, bidding, and construction. Proposals were requested from qualified consulting firms to provide these professional services. Five firms responded to the RFP, and HDR Engineering, Inc. (HDR) was chosen as the preferred consultant.
ALTERNATIVES ANALYZED
The Council may:
- Award a Professional Services Agreement to HDR; or
- Do not award an agreement to HDR and delay the project.
FINANCIAL IMPACT
The project budget, as approved in the FY 2012 budget, is $3 million. The project will be funded by a State Revolving Fund (SRF) loan and supplemented by water funds. There are sufficient funds available to cover the costs of the Professional Services Contract.
Maximum amount being requested: $309,400.00
RECOMMENDATION
Staff recommends that Council authorize the Mayor to execute the Professional Services Contract with HDR Engineering, Inc. for W.O. 09-19--Zone 3 East Fox Reservoir Expansion in the amount of $ 309,400.00.
