PROBLEM/ISSUE STATEMENT
Work Order 12-22 involves demolishing the old Underriner Building located at 523 North 29th Street. It is necessary to demolish it in order to construct the new library. Asbestos abatement in the building has been completed. The contractor for this project will be required to salvage or recycle all readily available metals, concrete and wood. Also within the bid is an additive alternate to salvage about 1,000 square feet of lumber from the building to be used on the new library.
ALTERNATIVES ANALYZED
The council may:
- Award WO 12-22 to HL Ostermiller Construction, Inc.; or
- Reject all bids, which would delay the construction of the new library.
FINANCIAL IMPACT
All funding for this project will be out of Library reserves. The city received four bids for this project as follows:
| Contractor | Base Bid | Additive Alternate | Total Bid |
| Engineer's Estimate | $250,000.00 | $10,000.00 | $260,000.00 |
| HL Ostermiller | $121,519.00 | $6,000.00 | $127,519.00 |
| Knife River - Billings | $164,370.00 | $18,000.00 | $182,370.00 |
| Donnes, Inc. | $185,000.00 | $5,000.00 | $190,000.00 |
| CMG | $179,500.00 | $32,000.00 | $211,500.00 |
