PROBLEM/ISSUE STATEMENT

On February 27, 2012, Council passed a Resolution of Intent for the Miscellaneous/Developer related improvements project and established a Public Hearing date of March 26, 2012. After conducting the Public Hearing, Council must pass a resolution ordering construction of improvements in order for the project to proceed. The project consists of curb, gutter, sidewalk, and storm drain improvements at various locations around the city.   It consists of unfulfilled building permit obligations and the continuation of annual improvements that deal with tripping hazards, drainage problems, property owner requests, complaints, and other miscellaneous concrete work brought to the attention of the City Engineer's Office. 

ALTERNATIVES ANALYZED

The Council may:
• Pass a resolution ordering construction of the improvements; or
• Do not pass a resolution ordering construction of the improvements.  If the Council does not pass the Resolution, the property owners cannot be assessed and the work will not occur because there is no other source of financing.

FINANCIAL IMPACT

The proposed project is funded through multiple sources, including direct property assessments, for a total project cost of $615,420.

Storm Drain Funds $52,500
Gas Tax Funds $250,000
Water and Sewer Funds $5,000

Funding for the proposed project has already been authorized in the Capital Improvement Plan and is appropriated in the Fiscal Year 2012 Budget.

RECOMMENDATION

Staff recommends that Council pass a resolution ordering construction of the improvements identified in Work Order 12-02, Miscellaneous/Developer Related.
