PROBLEM/ISSUE STATEMENT
As part of the Howard Heights storm drain project, the detention basin within Howard Heights Park and Dickie Park is to receive irrigation and landscaping improvements. As the park was being fine graded for seeding, it was discovered that too much small rock was present within the park area. After numerous attempts to mitigate the rock, it was determined that the best solution would be to install additional topsoil within the park area. This change order to the contract with Good Earth Works is for installation of that topsoil and adjustment of the existing sprinkler heads to accommodate the extra topsoil. Once the additional topsoil is installed, the park can be seeded for use this summer.
ALTERNATIVES ANALYZED
The Council may:
• Approve Change Order #2 for the contract with Good Earth Works in the amount of $22,750.00; or
• Do not approve Change Order #2. Disapproval of Change Order #2 leaves the park area without an adequate surface and a different solution will need to be pursued.

FINANCIAL IMPACT
Funding for this change order will be paid with Storm Drain Funds.
The original contract amount of this project was $117,823.80. The total amount of Change Orders #1 and #2 increases the contract amount by $30,896.00 or 26.2% of the original contract amount.

RECOMMENDATION
Staff recommends that Council approve Change Order #2 to the contract with Good Earth Works in the amount of $22,750.00.
