PROBLEM/ISSUE STATEMENT

The Public Works Department uses waterborne traffic paint on City streets for painting road centerlines, cross walks and curbs.  The Street/Traffic Division will use approximately 6,000 gallons of paint for the season.  The Public Works Department advertised for bids in the Billings Times and on the City website for two weeks.  Bids were opened for the waterborne traffic paint on March 13, 2012.

ALTERNATIVES ANALYZED

The Council may:
  • Approve the purchase of the waterborne traffic paint; or
  • Do not approve the purchase, which will result in the road centerlines, cross walks and curbs not being painted.

FINANCIAL IMPACT

The Street/Traffic Division operation and maintenance accounts will fund the paint purchase.  Bids were received on March 13, 2012 and are based on a price per gallon cost.  Two suppliers responded to the request for bids and the bidding results are as follows:

RECOMMENDATION

Staff recommends that Council approve the purchase of waterborne traffic paint by the gallon tote for the prices listed in the above table from Ennis Paint for the 2012 season with the option of purchasing paint for up to an additional two years if the City and the supplier mutually agree.
