The W.O. 12-28 Water Treatment Plant Transformer Replacement project will replace two electrical transformers containing PCBs (hazardous material) with a single, larger, new transformer.  The primary and secondary conductors will also be replaced.  The existing transformers not only contain the hazardous PCBs, they have reached their design life and are no longer efficient, so they must be replaced to provide adequate and reliable power to High Service Pump Station 1.

The project was advertised May 10, 17, and 24 in the Billings Times and on the City's website.  Bids were opened May 29, 2012, and by law, Council must act on those bids at this meeting. The bids were opened the same day as the Council meeting which does not allow staff adequate time to review the bids. Therefore, staff is requesting that the Council delay awarding a contruction contract for this project until the June 11, 2012 meeting. 

Coucil may:

• Delay action on this bid award until the June 11, 2012, Council meeting to allow further review of the bids; OR
• Reject all bids.

Staff recommends that Council delay award of a construction contract for W.O. 12-28--Water Treatment Plant Transformer Replacement until the June 11, 2012  Council meeting.
