PROBLEM/ISSUE STATEMENT

This CTEP trail project will construct a multi-use path along the north side of Broadwater Avenue from the BBWA bridge crossing to the existing trail at 32nd Street West.  Depending on the bid amounts, an additional schedule of the project may be awarded that will construct a multi-use path from the Broadwater Trail to Will James Middle School within the alley along the east side of Peter Yegen Golf Course.  

The project was advertised on May 3rd, 10th, 17th, and 24th in the Billings Times and on the City's website.  Bids were opened May 29th and by law Council must act on the bid opening at this meeting.  The bids were opened the same day as the Council meeting which does not allow staff adequate time to review the bids.  Therefore, staff requests that the Council delay awarding a contruction contract for this project until the June 11 meeting.

ALTERNATIVES ANALYZED

The Council may:
• Delay action on this bid award until the June 11, 2012 Council meeting; or
• Reject all bids.

FINANCIAL IMPACT

There is no financial impact associated with delay of this bid award.

RECOMMENDATION

Staff recommends that Council delay award of a construction contract for W.O. 12-10, Broadwater Trail Connection and Will James Alternate until the June 11, 2012 Council meeting.
