This resolution provides for the formal adoption of the budget. The proposed budget has been available for review since May 7, 2012. Five (5) public presentations have been made regarding the proposed budget and the Council committed approximately 14 hours for this review. Section 2 of this resolution allows the City Administrator to amend this budget for Debt Service Funds, Federal and State Grants, Special Assessment and donations accepted and approved by the City Council.  The attached resolution is for the FY 13 Budget for Personal Services, Operations and Maintenance, Debt Service and Transfers.  Staff is proposing separate adoptions for the operating budget and the capital budget because it is important for the Council to adopt the capital budget before July 1 so that summer projects can proceed.  The Personal Services, Operations and Maintenance, Debt Service and Transfers budget can be adopted later than the capital budget, but staff recommends its adoption by July 1 or as soon thereafter as possible.   

The Council must hold a public hearing on June 11th and then may:
• Approve the resolution; or
• Not approve the resolution;
• Delay adoption of the resolution

The resolution sets the spending limits for all City Funds. Amendments during the year are accomplished in exactly the same way as the original adoption, with the few exceptions noted in the resolution. The total Personal Services, Operations and Maintenance, Debt Service and Transfers budget for FY 2013 is $ 180,921,185.

Staff recommends that City Council conduct a public hearing on June 11th and approve the resolution approving and adopting the FY 13 Budget for Personal Services, Operations and Maintenance, Debt Service and Transfers.
