W.O. 12-10, Broadwater Trail Connection and Will James Alternate, will construct a multi-use path along the north side of Broadwater Avenue from the BBWA bridge crossing to the existing trail at 32nd Street West. The low bid is less than the budget, so staff recommends that Council approve Alternate #1, which will construct an asphalt path from the Broadwater Trail to Will James Middle School within the alley along the east side of Peter Yegen Golf Course.

The project was advertised on May 3rd, 10th, 17th, and 24th in the Billings Times and on the City's website. Bids were opened May 29th, 2012 and three bids were received.  Knife River - Billings submitted the lowest responsible bid.

 The Council may:
• Award W.O. 12-10, Base Bid plus Alternate #1, to Knife River - Billings in the amount of $186,920.75; or
• Not award the contract to Knife River - Billings and reject all bids. If this project is not constructed, funds for this project will be allocated to another project.
