PROBLEM/ISSUE STATEMENT

It is necessary to secure the City Council's approval and authorization for the Mayor to execute Federal Aviation Administration (FAA), Airport Improvement Program (AIP) Grant 43 once it has been received from the FAA. Grant 43 contains this year's entitlement funds that will be used to undertake engineering, planning, equipment purchases, and construction projects at the Airport. This year's Grant will provide the funding required for the design, bid and purchase of one snow blowing unit, two dump trucks complete with a runway sanding unit insert for one, and a runway deicing fluid applicator insert for the other, and snow plow blade attachments for both.  Also included for funding in the Grant are the engineering services to perform a Pavement Condition Index (PCI) Survey and funding for three items to be completed during next year's Runway Overlay project, including new REIL aircraft guidance lighting for Runway 28R, the removal of old Taxiway G, and the installation of an In-Pavement Temperature System on Runway 10L/28R to monitor pavement surface temperatures, enabling staff to better manage the application of expensive anti-icing/deicing fluids during Winter operations. 

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the acceptance of this year's AIP Grant, authorizing the Mayor to execute the Grant offer; or
  • Decline to approve the acceptance of this year's AIP Grant, and not complete the associated projects at this time.

FINANCIAL IMPACT

The total estimated cost of the engineering services and construction associated with this year's Grant is $2,063,307.  The Grant will be funded 90% with an AIP Entitlement Grant and 10% with local funds. The FAA's portion will be $1,856,976 and the City's match is $206,331.  This year's Grant projects are included in the City's Capital Improvement Program, Equipment Replacement Program and current capital budget, with local matching funds budgeted and available in the Airport's capital fund.

RECOMMENDATION

Staff recommends that the City Council approve and authorize the Mayor to execute this year's FAA AIP 43 Grant in the amount of $2,063,307.
