PROBLEM/ISSUE STATEMENT

Since July 1997, the State of Montana Department of Public Health and Human Services (DPHHS) - Developmental Disabilities Division (DD) has contracted with MET Special Transit to provide specialized transportation for developmentally disabled individuals to and from their home or group home and their respective DD day/work programs.  MET Special Transit provides, on average, 2,100 rides for approximately 62 individuals each month.  The service that MET Special Transit provides helps improve the quality of life for these individuals.  The contract payments for this service are based on a per-person, per-mile ridership.

This Contract will provide the City's Transit Division with approximately $80,000 of revenue for FY 12/13.  The term of this Contract is from July 1, 2012, through June 30, 2013.  This Contract contains a clause that allows service to be extended for four additional one-year periods, not to exceed a total contract term of five years.  This Contract is available for viewing in the City Clerk's office.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the Contract; or
  • Not approve the Contract.

FINANCIAL IMPACT

Through this Contract the City's Transit Division may receive up to $80,000 in revenue for FY 12/13 for the services provided.

RECOMMENDATION

Staff recommends that City Council approve and authorize the Mayor to execute the Contract between the City's MET Transit Division and the State of Montana DPHHS-DD.
