As part of the Clearwell Baffle Project the contractor is required to sandblast and recoat Clearwell No. 1 at the Water Treatment Plant.  When the clearwell was taken out of service to complete the work, it was discovered that the roof of the clearwell was severely corroded and rusted.  A structural analysis of the roof was completed and it was determined that a new roof needed to be constructed.  The structural work for the new roof has been completed, but additional work including power washing with a degreasing agent, sandblasting, and grinding of the welds needs to be done to prepare the roof for use in a potable water application.

The Council may:

• Approve Change Order No. 7 with COP Construction in the amount of $194,946.45; or 
• Do not Approve Change Order No. 7.  Disapproval of Change Order No. 7 means the clearwell will not be allowed to go back into service and under certain conditions the Water Treatment Plant may not be able to meet drinking water standards.

Funding for this change order will be paid out of Water Funds.

The original contract amount for this project is $936,852.00.  The contract amount including previous change orders is $1,030,443.91 which is an increase of 9.9%. The contract amount after this change order is $1,225,390.36 which is an increase of 31%.  The work will be paid on a time and material basis not to exceed the amount of this change order. 

Staff recommends that Council approve Change Order #7 for W.O. 10-08 Water Treatment Plant Clearwell Baffle Project with COP Construction in the amount of $194,946.45.
