Included in the Airport's approved Capital Improvement Program is the Sanitary Sewer Extension and Miscellaneous Paving Projects at Billings Logan International Airport. This project includes two bid schedules. Schedule One includes repaving the parking lot for the Airport's West End Office Building and the neighboring South View Drive,  and the extension of the existing sanitary sewer line to the west side of South View Drive, prior to the repaving. This extension will allow the office building, which is currently connected to a septic drain field, to be connected to the sanitary sewer system in the near future. Schedule Two on the east side of the Airport, will expand a taxilane to accommodate large corporate jets that will be accessing the new Edwards Jet Center hangar and future developments on the east side of the Airport. In spite of advertising this project for three weeks in the Billings Times and on the City's Website, on August 28, 2012, the Airport only received one bid for this project and that bid was only for Schedule One work.

The Airport desires to award Schedule One at this time and rebid Schedule Two at a later date.

The City Council may:

• Approve the award of Schedule One from the Sanitary Sewer Extension and Miscellaneous Paving Projects; or
• Reject the bid and delay the projects.

The total cost of Schedule One is $155,525.  This schedule includes the Sanitary Sewer Extension, parking lot and South View Drive repaving on the west end, and will be funded with available local capital funds.

Staff recommends the City Council approve the award of Schedule One for the Sanitary Sewer Extension, and parking lot and South View Drive Repaving, to the low bidder, Knife River, for the amount of $155,525.
