PROBLEM/ISSUE STATEMENT
NorthWestern Energy is requesting an Easement to install electrical power lines to the Edwards Jet Center's new hangar being constructed on the east end of the Airport. On July 23, 2012, the City approved a ground lease with Edwards Jet Center for 73,094 square feet to be used for the construction of the new hangar. The new hangar will be built at 1691 Aviation Place, adjacent to the old Big Sky Airlines office and maintenance hangar. Since the new power lines and associated easement will be on Airport property, a Right-of-Way Easement must be approved by the City Council and signed by the Mayor before the lines may be installed.
ALTERNATIVES ANALYZED
The City Council may:
- Approve the Easement with NorthWestern Energy; or
- Decline to approve the Easement with NorthWestern Energy.
FINANCIAL IMPACT
This Easement will not produce any financial impact for the City of Billings.
RECOMMENDATION
Staff recommends that the City Council approve the Right-of-Way Easement with NorthWestern Energy for the installation of a new electrical power feed to Edwards Jet Center's new hangar at Billing Logan International Airport.
