The Billings Logan International Airport proposes to expand a taxilane on the Airport's East End to accommodate large corporate jets that will be accessing the new Edwards Jet Center hangar currently under construction.  The taxilane expansion will provide adequate wingtip clearances for the large private jets so these aircraft do not have to be on an active taxiway while being shuttled between Edward's main FBO facility and the new hangar.  It will also provide access for future development of the old rental car wash site that is located just east of the new Edwards hangar. This site has approximately four acres of land that can easily be developed without significant infrastructure improvements and provides access to a main runway, which currently does not exist. This project is currently not in the budget, however staff proposes to include it in a FY 13 budget amendment that is planned for Council action later in October. On August 28, the Airport had a bid opening for this project, along with some other miscellaneous paving projects, but did not receive any bids for this work. This project was re-advertised for an additional three weeks in the Billings Times and on the City's Website. In spite of these efforts only one bid was received on September 25, 2012 for this project:

The City Council may:

• Award a contract for the Airport's East End Taxilane Expansion Project; or
• Reject the bid, delaying the project, resulting in operational issues for Edwards Jet Center at its new hangar facility.

The total cost of this project is $535,758. Funds are available in the Airport's Passenger Facility Charge (PFC) capital account.

Staff recommends that the City Council approve and award the East End Taxilane Expansion Project to the sole bidder, Knife River, for the amount of $535,758.
