W.O. 12-09, WWTP Access Road Rip Rap Replacement, is planned to replace material on the bank of the Yellowstone River along the wastewater treatment plant (WWTP) property that was washed away during the flooding in the summer of 2011. 

The project was advertised on September 20th, 27th, and October 4th in the Billings Times and on the City's website.  Bids will be opened October 9th and by law, Council must act on the bid opening at this meeting. The bids will be opened the same day as the Council meeting, so the bid recommendation will be made at the Council meeting.

The Council may:

• Award the contract as presented at the meeting; or
• Reject all bids.  If this work is not completed, further erosion of the riverbank will occur and will undermine the access road into the WWTP.

The funding for the project will be provided by FEMA.  There is no financial impact associated with the delay of this bid award.

Staff recommends that Council award a construction contract for W.O. 12-09, Wastewater Treatment Plant Access Road Rip Rap as presented at the meeting.
