PROBLEM/ISSUE STATEMENT
The City Council will consider awarding a professional engineering services contract to DOWL HKM in the amount of $870,300.00 for design, bidding and construction administration services on the 2013 Sanitary Sewer and Water Replacement Projects. The projects include approximately 3,100 linear feet of water main replacement on Broadwater Avenue between 19th and 24th Street West; 6,500 linear feet of sanitary sewer main replacement on and adjacent to Broadwater Avenue between 16th and 24th Street West; and 5,700 linear feet of sanitary sewer main replacement in the general vicinity of Virginia Lane and Parkhill Drive.
DOWL HKM was selected based on City staff review of project proposals submitted by prequalified firms. Other firms considered for the work were Sanderson Stewart and Morrison-Maierle, Inc.
The City replaces and upgrades its water and sanitary sewer utilities as part of an annual maintenance program. As underground pipe approaches the end of its useful life, the City's maintenance costs increase. Corroding water main and the leaking joints lead to water loss and reduced service capacity. Water main breaks can cause public and private property damage. Deteriorating sanitary sewer mains can become intruded by tree roots which causes problems such as misalignment, leakage, groundwater inflow, loss in carrying capacity and sewage backups into public and private property.

ALTERNATIVES ANALYZED
The Council may:
- Award the engineering contract to DOWL HKM; or
- Do not award the engineering contract to DOWL HKM. If the projects are not constructed, the City's sanitary sewer and water distribution systems in these areas will continue to experience ongoing maintenance problems and expenses.
FINANCIAL IMPACT
Funding for these projects has been approved by City Council in the Capital Improvement Program (CIP). Funding is sufficient for the engineering design and construction administration portion of the project , as well as for the project construction planned for bidding to contractors in April, 2013.
RECOMMENDATION
Staff recommends that Council award a professional engineering services contract for the design and construction administration of the 2013 Sanitary Sewer and Water Replacement Projects to DOWL HKM in the amount not to exceed $870,300.00.
