PROBLEM/ISSUE STATEMENT

The City Council is being asked to consider awarding a professional engineering services contract in the amount of $193,365.00 for Sanderson Stewart to conduct a study of the City's stormwater system as part of the Integrated Water Plan Implementation projects.  Sanderson Stewart was selected for this study based on City staff review of project proposals submitted by prequalified firms.  Morrison-Maierle (MMI), Kadrmas, Lee and Jackson (KLJ), Great West Engineering, DOWL-HKM and HDR Engineering were other firms considered for the project.

This study will evaluate several aspects of the City’s stormwater system. The City has completed a Priority Study of existing issues within the system, however, there are additional questions that have been raised. The outfalls currently do not require treatment but with new regulations, the City needs to be prepared to address treatment if it is required.  Work in this study includes creating a detailed inventory of the existing drains, ditches, laterals, storage areas and outfalls through research of available ownership information and by performing new field investigation and survey.  Sanderson Stewart will advise the City on the best approach to meet upcoming regulations and alternatives will examined for feasibility.  Policy guidelines for future operation and management of the system will be explored.

The project is identified in the FY 13 CIP and funding is sufficient for the study.

ALTERNATIVES ANALYZED

The Council may:
  • Award the engineering contract to Sanderson Stewart; or
  • Do not award the engineering contract to Sanderson Stewart.  If this project is not completed, the City will be unable to sufficiently evaluate its stormwater system in order to effectively implement an Integrated Water Plan.

FINANCIAL IMPACT

The funding for this project was budgeted in FY2013 and the source is the Stormwater Management Fund.

RECOMMENDATION

Staff recommends that Council award a professional engineering services contract to Sanderson Stewart in the amount of $193,365.00
