PROBLEM/ISSUE STATEMENT
W.O. 12-05 will replace the City's existing Five Mile Lift Station which is located near Bitterroot Drive north of Mary Street and just south of Five Mile Creek. The new lift station will be constructed almost 1/4-mile to the west in Bitterroot Heights Park. Work consists of demolishing the old lift station structures and constructing the new access road, wet well, valve vault and control building. In addition to also installing ancillary manholes, the project will build two combination air release valve vaults, approximately 1,300 feet of 12-inch sewer force main, 1,000 feet of 24-inch gravity sewer main, and 100 feet of 8-inch gravity sewer main.
The existing Five Mile Lift Station is nearly 30 years old and in need of replacement. The wet well is highly corroded, which has reduced the structural integrity of the concrete and led to failure of the electrical infrastructure inside the wet well. The wet well has significant infiltration and exfiltration problems which has reduced the wastewater pumping capacity and increased operation costs. Groundwater infiltrates into the valve vault which has increased deterioration of that structure. The lift station pumping capacity is stressed to handle the current service population and does not have enough wastewater storage to allow adequate staff response time in an emergency overflow event which would threaten Five Mile Creek. The new lift station is designed to more easily deliver current flows and has expansion capacity to double its peak flow capacity.
Staff identified a number of advantages to siting the new lift station within Bitterroot Heights Park. First, the potentially difficult process of acquiring private land and obtaining permanent and temporary construction easements was avoided. Second, the new lift station is located further away from homes than the existing facility which minimizes nuisance complaints. Third, a costly new bridge does not need to be built over Five Mile Creek for access; and finally, the new access road alignment is within potential future street right-of-way and possible secondary station access coincides with planned park maintenance roads. The Public Works and Parks & Recreation Departments are currently finalizing a compensation agreement for siting the lift station within Bitterroot Heights Park.

ALTERNATIVES ANALYZED
The Council may:
- Award a construction contract for W.O. 12-05 to Western Municipal Construction, Inc. in the amount of $2,010,821.00; or
- Not award a construction contract for W.O. 12-05. If this project is not constructed, Five Mile Lift Station will continue to deteriorate, experience further operation and maintenance problems, and future flows will eventually exceed current capacity.

RECOMMENDATION
