PROBLEM/ISSUE STATEMENT
Staff is requesting that the City Council consider authorizing and executing a Contract Amendment for Professional Services with HDR Engineering to provide design and construction administration services for W.O. 12-43 Water Treatment Plant (WTP) Backup Power Phase III. The purpose of this project is to provide backup power and electrical upgrades to the Voelker, Willett, Chapple, Staples, and Leavens Pump Stations in the City's water distribution system.
Part of the original contract scope was to replace the variable frequency drives (VFDs) at the Chapple Pump Station. The VFDs are in the middle of the motor control center (MCC). However, since the MCC is over 30 years old and near the end of its useful life, staff recommends replacing the entire MCC and associated wiring.
In addition, provisions will be made for providing longer term backup power to the control panels and necessary instruments at the Staples and Walters Pump Stations. The existing control panels have short term backup power, but in the event of a system power outage backup power would be needed for a longer duration. Pump control valves will also be modified to make them more reliable at the Voelker Pump Station.

ALTERNATIVES ANALYZED
The Council may:
- Authorize Contract Amendment No. 1 with HDR Engineering in the amount of $53,600; or
- Do not authorize the Contract Amendment No. 1.
FINANCIAL IMPACT
Funds for Contract Amendment No. 1 are available from Water Funds budgeted in FY13. If approved, the Professional Services Contract with HDR Engineering will total $135,700.00.
RECOMMENDATION
Staff recommends that Council authorize Contract Amendment No. 1 with HDR Engineering in the amount of $53,600.00.
