PROBLEM/ISSUE STATEMENT

This storm drain project will reconstruct the ditch that runs parallel to King Avenue West between the Holiday Gas Station on S. 20th Street West and the entrance to the SuperValu, which is located east of S. 18th Street West. The ditches and culverts are plugged and water has been backed up and is sitting in the storm drain along King Avenue West and S 20th. The project will remove and replace culverts, install some storm drain pipe, and will reconstruct the existing ditch to get the storm water system operational.

The project was advertised on May 9, 16, and 23, 2013, in the Billings Times and on the City's website.  Bids will be opened May 28th. By law, Council must act on the bid opening at this meeting.  The bids will be opened the same day as the Council meeting, so staff recommends delaying award to allow time to evaluate the bids and then make a recommendation at the first meeting in June.

ALTERNATIVES ANALYZED

The Council may:

• Delay award until June 10, 2013 and allow time for bid evaluation; or
• Reject all bids. 

FINANCIAL IMPACT

Bids were received today and pending Council approval to delay bid award will be evaluated and a recommendation made on June 10, 2013.

The funding for the project is budgeted in FY2013 and the source is storm drain funds. A summary of the funding is as follows:

RECOMMENDATION

Staff recommends that Council delay award until June 10, 2013 for W.O. 12-18, Canyon Creek Drain Phase 1 - King Avenue West.
