PROBLEM/ISSUE STATEMENT
The Billings Logan International Airport was recently approached by FedEx Express, the air cargo branch of FedEx Corporation, regarding the donation of a Boeing 727 to the Airport to be used for training and education purposes. FedEx has been retiring their B-727 fleet in favor of the newer and larger Boeing 757, and has donated nearly 70 of the aircraft to various airports and flight schools around the country. Billings Logan International Airport's Aircraft Rescue Fire Fighting (ARFF) Division would utilize the aircraft to fulfill a number of the Federal Aviation Administration (FAA) required annual training programs. The main benefit is the ability for the ARFF staff to train on a modern aircraft for a number of different types of drills that are currently being completed with an older Martin 404 that the Airport has used for years. The ability of the ARFF staff to utilize this aircraft for familiarization of the locations of emergency panels, battery packs, hydraulic valves, electrical panels, etc., will provide some very good hands-on training. FedEx Express only requests that the City sign a Quit Claim Deed of Gift in exchange for the donation of the aircraft. The aircraft will be placed on the north side of the Airport on the old decommissioned Runway 34.
ALTERNATIVES ANALYZED
The City Council may:
- Approve the donation to the Airport of the Boeing 727 from FedEx Express; or
- Decline the donation of the Boeing 727 from FedEx Express.
FINANCIAL IMPACT
The financial impact to the City's Airport will be very small, as FedEx Express is responsible for the removal of the engines and fuel. The Airport will need to secure the aircraft against wind and put in place the simulation equipment currently used in the old Martin 404 aircraft. Staff estimates the cost to get everything set up to be $1,000 or less.
RECOMMENDATION
Staff recommends that the City Council approve the acceptance of this donation to the Airport of a B-727 from FedEx Express and authorize the Mayor to execute a Quit Claim Deed of Gift provided by FedEx Express.
