PROBLEM/ISSUE STATEMENT
On July 8, 2013 the City Council approved Ordinance No. 13-5611, which amends the City Charter so that boards, commissions and committees may have administrative duties if allowed by state or federal law or interlocal agreement. All charter amendments must be confirmed by a majority of voters in a regular or special election. The attached resolution refers this ordinance to Billings electors at the next regular municipal election, scheduled for November 5, 2013. It also contains the election ballot statement.
ALTERNATIVES ANALYZED
There are no viable alternatives because all charter amendments must be confirmed by Billings voters and the City is responsible for drafting the ballot question.
FINANCIAL IMPACT
There is little or no cost for this part of the election. The City is obligated to conduct a governing board election and adding this ballot question will not require printing, distributing or counting any additional ballots. The election will cost the City $60,000 - $70,000.
RECOMMENDATION
Staff recommends that the City Council approve the Resolution that refers Ordinance No. 13-5611 to the municipal election on November 5, 2013.
