PROBLEM/ISSUE STATEMENT
Recent upgrades to the automated check-out/check-in process at the current Library create an avenue for the Library to install compatible equipment for further automation at the new Library. Radio Frequency Identification (RFID) speeds up check-out, check-in, and inventory processes, provides security and reduces some repetitive motion health problems.
The RFID upgrade was planned in two phases. The Library RFID Upgrade project was approved by the Council on December 5, 2012, after a competitive RFP process that included both phases of the project. The contract was awarded to 3M Company Security Systems Division. Phase I is complete and included a conversion to the current ISO standard for RFID, installation of compatible self-check units for patrons, staff workstations, security gates and command center software. Phase II will complete the conversion to the new standard with additional equipment required for the new Library. It involves the migration of Phase I RFID equipment including self-checks and security gates to the new Library. Phase II also includes the purchase and installation in the new Library of two additional self-check units, a two-aisle security gate system, three automated book drops and an 11-bin automatic materials sorter.

ALTERNATIVES ANALYZED
City Council may:
- Approve the proposal from 3M Company Security Systems Division for the Phase II RFID project, or
- Not approve the proposal. The effects of disapproval are described above.
FINANCIAL IMPACT
The cost for Phase II of the RFID Conversion is $171,727. The Library has sufficient funds in the FY14 budget to cover the cost of the project.
RECOMMENDATION
Staff recommends that Council accept the price proposal of $171,727 from the 3M Company Security Systems Division for Phase II of the RFID Upgrade project and authorize the Mayor to sign any required documents.
