PROBLEM/ISSUE STATEMENT
W.O. 09-12, Inner Belt Loop Phase I, will construct an arterial road between Wicks Lane and Alkali Creek Road. Improvements include constructing the road, multi-use path, culverts for Alkali Creek, storm drain facilities, and signing and striping. The project was advertised on August 15, 22, 29, and September 5, 2013, in the Billings Times and on the City's website. Bids were opened on September 10th and three bids were received. Riverside Contracting, Inc. submitted the lowest responsible bid.
ALTERNATIVES ANALYZED
The Council may:
- Award W.O. 09-12 to Riverside Contracting, Inc. in the amount of $2,169,126.00; or
- Not award the contract to Riverside Contracting, Inc. and reject all bids. If this project is not constructed, an additional route out of the West Heights will not be built.

RECOMMENDATION
