PROBLEM/ISSUE STATEMENT
During the visioning process for the new Library, community members expressed a strong desire to be able to get a beverage and a snack in the building, while enjoying a book or chatting with a companion. A coffee shop space was designed into the new building and is centrally located within the facility. The coffee shop is to be operated as a concession within the Library.
An RFP was advertised in the Billings Times on August 29 and September 5, 2013, as well as on the City's website. One proposal was received. City staff reviewed the proposals on September 25, 2013. The proposal from Sweet Cafe was reviewed by the committee and found to be responsive.
ALTERNATIVES ANALYZED
The City Council may:
- Approve the Library Coffee Shop Agreement with Sweet Cafe in the amount of $350/month rent; or
- Not approve the agreement and reject all proposals, which would result in a coffee shop not being available at the time of the new Library's opening.
FINANCIAL IMPACT
The amount of this lease would be added to the Library's revenue.
RECOMMENDATION
Staff recommends the City Council approve the Library Coffee Shop Agreement with Sweet Cafe in the amount of $350/month rent.
