PROBLEM/ISSUE STATEMENT
The following annual assessment resolution has been completed by the Finance Division, and the assessments are ready to be spread in the tax files for FY14. On 9/23/13 City Council postponed action to give staff time to correct issues with vacant, developer-owned parcels. The corrections included deleting 17 developer-owned properties from the Rehberg Ranch park maintenance district (PMD) and deleting 65 developer-owned properties from the Ironwood PMD. Staff also changed the rate of the assessment on the Ironwood PMD from .011562 per sq/ft to .013507 per sq/ft. to balance the loss of developer owned properties and meet funding needs.
ALTERNATIVES ANALYZED
The Council must continue the public hearing and then may:
- Approve the resolution; or
- Not approve the resolution. The Parks Department could dissolve the PMD or Council could direct staff to continue maintaining the parks and use the General Fund or other resources for that purpose.
FINANCIAL IMPACT
Park maintenance district rates are calculated by estimating the expenses for maintenance and recovering actual expenditures.
RECOMMENDATION
Staff recommends the public hearing be continued for the assessments, and City Council approve the resolution.
