PROBLEM/ISSUE STATEMENT
All three of the union contracts are expected to be approved by Council by Nov. 18, with each union member receiving a 2.9% cost of living adjustment for each of the next two years.
The City's 221 non-represented employees provide supervision or highly sensitive work for the City departments. A 2.9% COLA would maintain parity between the non-represented employees and their fellow employees.
ALTERNATIVES ANALYZED
The Council may:
- Approve a 2.9% COLA for non-represented employees for FY14 and FY15, with the increase being retroactive to July 1, 2013;
- Postpone action to obtain additional information; or
- Adopt a different COLA for non-represented employees.
FINANCIAL IMPACT
The cost of a 2.9% COLA for non-represented employees would be $472,700 in FY14 and $486,408 for FY15. The increases will come from existing budgets or reserves. Use of reserves will require budget amendments for the departments involved to be approved by the Council in the future.
RECOMMENDATION
Staff recommends the approval of a 2.9% COLA for non-represented employees each year for FY14 and FY15, with the raise being retroactive to July 1, 2013, for FY14.
