PROBLEM/ISSUE STATEMENT
Included in the Airport's Capital Improvement Program (CIP) is the 2014 Sanitary Sewer Extension Project. The Airport's west end Office Building was recently remodeled to add more office space for the current tenant and the existing septic tank and drain field is challenged to handle the increased usage. This project will remove the existing septic tank and drain field and connect the building to the Airport's sanitary sewer system. Also included in this project is a sewer upgrade for the executive hangar area, which will include the removal of an abandoned septic tank and an existing 4" sewer line, and the installation of a new 8" sewer line. This project was advertised in the Billings Times for three weeks and was posted on the City's Web Site. On February 25, 2014 the following bids were received:

ALTERNATIVES ANALYZED
The City Council may:
- Approve the Award for the Sanitary Sewer Improvements; or
- Decline to approve the Award, possibly delaying this project.
FINANCIAL IMPACT
The total cost of this project is $154,532.00. The funding for this project is available in the Airport's Capital Improvement Program account.
RECOMMENDATION
Staff recommends the City Council approve the award of the 2014 Airport Sanitary Sewer Extensions to the low bidder Cayton Excavation, for the amount of $154,532.
