PROBLEM/ISSUE STATEMENT
Article 21-200 of the Billings Municipal City Code (BMCC) addresses solid waste collection, disposal and costs. The current language must be changed in Section 21-213 to permit agreements with private haulers rather than only with other cities, towns, and counties. The ability to enter into agreements with private haulers allows the City to invoice private haulers directly for refuse hauled from areas of Yellowstone County outside of Billings. Yellowstone County currently assesses county residents for both residential and commercial refuse hauled to the City of Billings landfill on the annual tax statement. This change will streamline operations for both the City of Billings and Yellowstone County. Other language in the Article has become obsolete since changing the Solid Waste billing to be included on the water and wastewater utility bills in 2012 and not on the property tax statements.
ALTERNATIVES ANALYZED
City Council must hold a public hearing and then may:
- Approve the BMCC revisions; or
- Not approve the BMCC revisions; or
- Modify the proposed ordinance
FINANCIAL IMPACT
There is no financial impact from the changes to the BMCC Article 21-200.
RECOMMENDATION
Staff recommends that the City Council hold a public hearing and approve the proposed ordinance that revises BMCC Article 21-200.
