PROBLEM/ISSUE STATEMENT
The City Council created an initiative at its November 23, 2009, meeting to develop an Ad-Hoc Advisory Committee on Medical Marijuana. BMCC Sec. 2-224 provides for the creation of an Ad-Hoc Council Advisory Committee to address such issues.
Attached is a resolution to create a committee that would determine what, if anything, the City wishes to do with medical marijuana and how it is sold. Proposed members include a caregiver, a medical marijuana card holder, a pharmacy representative, a member of the Legislature, a representative of the medical community, two Council members and a member of the real estate community. The City Administrator would assign staff from the Police and City Attorney's offices to assist in preparing the ordinance.
It is contemplated that ad-hoc advisory committee members would be recruited in February, and begin meeting in March 2010. The resolution calls for the committee to complete its work by August 23, 2010.

ALTERNATIVES ANALYZED
The City Council may:
- Approve the resolution creating the Ad-Hoc Advisory Committee on Medical Marijuana;
- Modify the resolution; or
- Not approve the resolution.
FINANCIAL IMPACT
There are no costs attached to the creation of the committee. There may be future additional expenses and revenues as a result of enforcing any resulting ordinance.
RECOMMENDATION
Staff recommends that the Council approve the resolution as presented.
